The Project

A data-driven, comprehensive housing strategy.

The Houston-Harris County Affordability Strategy is a joint initiative by the City of Houston and Harris County to develop a data-driven, comprehensive, and actionable housing strategy.

This strategy is designed to guide implementation over the next decade, ensuring long-term housing affordability and availability for all residents.

  • HR&A Advisors will analyze housing needs, develop recommendations, build a public dashboard to track progress, and create the final strategy document.

  • The Kinder Institute at Rice University will contribute digital mapping tools and analysis for the project.

  • Harris County and the City of Houston will lead the team with input from an Advisory Committee--a stakeholder group across the housing system including advocates, nonprofits, developers, and business leaders.

  • The strategy will include input from implementation partners such as Housing Authorities and Housing Finance Corporations.

The Timeline

The Team will be led by Harris County and the City of Houston, with input from an Advisory Committee--a stakeholder group across the housing system including advocates, nonprofits, developers, and business leaders.

We will gather input from a stakeholder group from across the housing ecosystem, including developers, nonprofits, philanthropy, and business leaders.

Elected Officials

We will engage with elected leaders and their chiefs of staff at key points in the process.

Technical Experts

We will collaborate with the Greater Houston Partnership (GHP), HCHC, Kinder Institute, and other data providers, who will inform projections and analysis.

City and County Departments

We will involve planning, transportation, public works, and housing departments in shaping and implementing the strategy.

Cross Agency Collaboration

We will gather input from implementation partners such as Housing Authorities and Housing Finance Corporations.
